Charge mininumb balance on accounts

Dear All,

Could you please help me to create batch and service to run charging minimum balance on Account as instance, if ACC.BAL < 10 => charge fee 0.2 or other currencies. I heard that we use EB.ACCOUNTING to post entries and create TSA.SERVICE, BATCH, ... But I can not do it. Hence i would like helping now.
Please do step by step, If possible has screen short.

as i know you can use the GENERAL.CHARGE application to define the charges in T24 and this APPLICATION depend on the grouping of the accounts i don't have any idea about EB.ACCOUNTING

Core will take care of charges if we do the setup like below.

Sequence as follows

GENERAL.CHARGE
BALANCE.REQUIREMENT ( In this we can define Minimum/Average balance and charges)
