You are mixing business- and calendar-days.

If you want a routine to be started on a certain calendar-day you can't start it in COB (think of holidays as well).

To have a routine being started on a certain weekday you have to create a phantom or service that will run continously and lauch the respective routine when needed.

Or you can use cron (or equivalent on other OS) to start your job.
