don't see anything wrong from the first glance... Can you access data files - such as F.SPF - via dbtools?

normally Temenos distributes the ready-to-use RDBMS DB backup with all data presenting. (in my case it was Model Bank R22 AMR under MSSQL).

In case we're talking about jBASE => RDBMS conversion there's a special procedure to run to get the DB populated (and I did it successfully under TAFC for R19/R22).

Not sure what your environment exactly is...
