When/where this program is executed? Is there any way to recreate the JOB.TIMES file with the last batch date?

The JOB.TIMES should be updated. If not, I don't think there is any other option how to recreate the timings of the last batch. There could be one option but it's like 'mission impossible'. Manual collection (or writing a program) of the outputs from COB stored in &COMO& directory.

JOB.TIMES table is updated automaticly.
If You have time, You can try to get those informations from COMO :P
Try to CLEAR.FILE F.JOB.TIMES.
After that, it should be updated corectly.
Probably some data on file are corupted.
Before that, please take a bakup of this table :)
