Account Restrictions

Hi 

We have received implemented R23 Transact in our environment. We have been experiencing challenge in restricting access to accounts. For e.g. We want all staff accounts to be accessed by HR, however the remaining staff like teller or customer service should only be able to see balances of these staff accounts. We are being informed by the implementation team that this cannot be achieved by implementing controls at the product level which has been created specifically for staff accounts. Instead these restrictions will have to be done on every enquiry and screen used for accessing the staff account which is cumbersome.
Can someone assist with a solution.
