Documentary Collections no Customer Id in Categ File for Charges posted

I have a challenge where charges posted for particular documentary collections do not have the associated customer Id. This is for cases where the user inputs ISSUING.BANK details but not ISSUING.BANK.NO, then this is not updated in the CUSTOMER.ID field of CATEG.ENTRY. How would one go about resolving this issue in cases where the issuing bank does not have a valid customer in T24?

For Export LCs, if you put the customer number in the RISK.PARTY field, it updates categ for PL entries.
