Restrict Account to be debited when available funds are not sufficient

Hello dear all.

Does someone know how to disable administration fees on a current account? 
We have accounts that have negative balance and this situation is caused by the administration fees that the system collects at the end of the month. 

As a solution we would first like to prevent the system from debiting accounts when available funds are not sufficient and then if this is not possible solution, we want to disable the administration fees on these accounts.

We test POSTING.RESTRIC but it not resolve our problem 

Please help me.

did you check your balance requirement? also are you in aa or ac?
