Collect Arrangement Fees Immediately

Here's the scenario:

I want to collect the AA charges at arrangement creation but it should not go to due. For 2 reasons:
1. The collection from bills is less than accurate (by the time the bank collects the fee the customer might have used the money)
2. Using charge setup and activity charges I know I can link the charge to LENDING-NEW-ARRANGEMENT but then i've observed the loan account gets debited with the loan amount + chg amount while the settlement account gets the full loan amount. (Which is why there is that risk of the customer utilizing full loan amount as stated above)

My expectation is:
Say a loan is for 20,000 and there is a 0.1% fee, this translates to a fee of 20. The movements should be like below: 
DR loan AA: 20,000
CR settle Ac: 19,980
CR PL: 20

And this should happen the moment the loan is disbursed, no bills. Or if a bill is issued, it should be settled immediately - automatically.
I did set activity charge to auto settle but this didn't change it anyway.

I can't seem to get any documentation for this yet I feel it's a pretty standard scenario: drawdown less charge but commitment should be original amount.

Does anyone have any ideas?

If I cannot manage to disburse less charge then is there a way to immediately pick the charge the moment the drawdown is made?
