Inability to start COB in phantom mode using servlet

Hello all,
I am running TAFJ with T24 R19 and Oracle database 19c. I have a peculiar challenge where I restored data to a test environment. The users want to initiate COB process through servlet on TAFJEE but the agents would not start.
They can successfully launch COB in debug mode but this is a very tedious approach and wastes so much man hours and delays projects. The last time I had a similar issue, I discovered that server name had been included in TSM and COB services and once I removed them, they were able to initiate COB successfully. However, I have checked these services this time and there are no issues with them.
I would appreciate any help I can get to resolve the issue.
NB. I posted this earlier in T24 Core Banking category before I saw the COB falls under T24 administration.
