T24ALL site restricted for some countries?

I have noticed that I cannot access t24all.com whenever I am in Kenya. I decided to confirm the issue is not just me by checking with around 15 other people who confirmed the same. Anyone outside Kenya was able to access the site but the 8 or so who were in Kenya weren't able to.

Is there an explicit restriction barring Kenya from accessing?

Thanks for responding. On this one I'm almost 100% sure it's not Kenya. Aside from the fact that that's not something Kenya does (really, has some of the highest internet freedoms in the world), we tested with the major internet service providers and were all unable to access the site. Which points to geofencing of some sort to the t24all ip. Or the maybe the web host blocking connections coming from Kenya for some reason.
For now VPNs will be the workaround

ERR_CONNECTION_TIMED_OUT - was it the error when you try to connect? Looks like genuine time out...

Don't really know what to advise - maybe try to connect via VPN in another country? (or with ssh port forwarding...)
