Low performance

We are in the implementation phase of the system , we are using Jbase 5.0.15 under HP-UX 11v3 and HP rx8620 integrity server (itanium2)
Our problem gets when the users reach more than 100 the consumption of the server performance goes high as:
• Memory consumption 99%
• CPU consumption 70 – 88%
• Desk 90 – 100%
• Swap 48%
And the team couldn’t split the Jbase from the T24 where all now working in one partition and we have 3 servers which mean 6 partations. So part1 is overloaded and part2 is working with part1 as a cluster however the team didn’t manage to run the Jbase and T24 as cluster. Part3&4 no one is using them. Part6&7 are as a backup server but also didn’t use yet.
Any TIPS to solve our problems. Hope I can get any opinions , tuning , suggestions or any docs.
