tSA Services not starting

I have started TSM, through TAFJEE portal as well as TSA.SERVICE table. I started other tSA agents, like COB, etc. However, TSM is not picking up those services.
May I know how to investigate this deeper?
I have tried the following step to troubleshoot.
- Stop TSM, cleared F.BATCH.STATUS, F.TSA.STATUS, F.EB.EOB.ERROR
But my agent list just shows that TSM is started even though other services are started too. TSM seems to not assign agents to do those jobs.
tSA 1
<como>
<agent>1</agent>
<processid>1417609222</processid>
<portno>6</portno>
Agent 1 started 24 MAR 20 16-33-50
Agent's Process id 1417609222
<servername>DESKTOP-08V2RQ5</servername>
Running on server DESKTOP-08V2RQ5 PortNumber 6
Next Service Current Service
Duplicate agent number detected running on port number 5
Agent stopped
</como>
Thank you for your help in advance

make sure all processes are stopped and clear F.TSA.STATUS again.
Then run START.TSM -DEBUG and see what's on screen...

here is the output after doing the steps you mentioned.
START_TSM -DEBUG
tSA 1 -DEBUG
<como>
<agent>1</agent>
<processid>1861812227</processid>
<portno>3</portno>
Agent 1 started 25 MAR 20 15-26-34
Agent's Process id 1861812227
<servername>DESKTOP-08V2RQ5</servername>
Running on server DESKTOP-08V2RQ5 PortNumber 3
Next Service TSM Current Service
This Agent service control has been updated as STOP by someone else
Agent stopped
TSM is not assigning agents to deal with jobs, that is what i notice

tSM is not assigning anything because it fails to initiate itself.. last time it was a "duplicate agent" detected, now it's "somebody else amends setting to STOP"...
Try to do again all the same but before you start delete all files in &COMO& folder. If some file can't be deleted - "something else" is still running.
If all can be deleted - try to start again and post here all that is in &COMO& files.

Edited this message, found the folder for COMO logs and deleted everything inside, all tSA services have been stopped, nothing is running except for starting TSM, cleared F.TSA.STATUS too. Here is the output for the -DEBUG mode
START_TSM -DEBUG
tSA 2 -DEBUG
<como>
<agent>2</agent>
<processid>1585905668</processid>
<portno>4</portno>
Agent 2 started 26 MAR 20 15-17-21
Agent's Process id 1585905668
<servername>DESKTOP-08V2RQ5</servername>
Running on server DESKTOP-08V2RQ5 PortNumber 4
Next Service TSM Current Service
<service name = TSM>
tSM -DEBUG

so it doesn't write something like "Start tSAn manually" ?
what's the output of (TAFC analog, not sure about TAFJ):
LIST F.TSA.SERVICE SERVICE.CONTROL

F.TSA.SERVICES only shows the current TSM agent that is running. Even when i start other tSA services, only this TSM agent is shown.
I am trying to understand why it will not assign an agent to the other services.

again, what's the output of LIST command? If it only shows TSM it means that other records are not there...

I asked not about F.TSA.STATUS (which contents you posted) but about F.TSA.SERVICE.
Another question: are you under single- or multi-company?
And - "start tSa service BNK/CRS.BASE.XML.GENERATION" - how exactly you start it?

My bad. F.TSA.SERVICE is 330 pages long, from DBTools screen. Any particular record to check?
This is under a multi-company setting, but user has access to all records from all companies
The service is started by classic or browser, go to the record and 'Start'. it will pick up any jobs from the table FBNK.CRS.XML.REQUEST to generate the XML files.
thank you

are you sure that record(s) that you set 'START' to are authorised? Is "START" in upper case or it is "Start" as you wrote?
Post the following outputs:
LIST F.TSA.SERVICE WITH SERVICE.CONTROL EQ 'START' 'AUTO' ONLY
LIST F.TSA.SERVICE$NAU WITH SERVICE.CONTROL EQ 'START' 'AUTO' ONLY
Cheers

For this environment, i had previously run COB as well as CRS.BASE.XML.GENERATION for a few weeks in system date and it was running fine. Until one fine day, I tried running and those services just wont start. so i am wondering what went wrong.
I used alot of START.TSM -DEBUG because COB would crash at certain times and I had to manually restart the service or to stop application server and start again to continue COB
This is the context of the problem, services were working fine in the system, until it just would not start one fine day.

were you under jBASE as database I would say that some system table might be corrupted - like F.LOCKING... don't really know what to think now. Maybe you can check DB logs?

Thank you, i checked out the log, there were a few errors listed. Will explore deeper to see which part caused the downward chain of subsequent errors
