Tax not calculated for the securituy trade

I have set up a tax to be levied on customer commission of the SEC.TRADE. This has to be charged for the trade customers having residence in particular country, for example india. But this works for most customers and not for some. ie. tax is not levied for some customers though thier residence is India. The tax set is done through TAX.GEN.CONDITION, TAX.TYPE.CONDITION and CONDITION.PRIORITY.
I am not sure whether any other parameter records are there that control taxing.The tax code is updated correctly based on the condition on the field COM.TAX.CODE in SEC.TRADE. But tax is not calculated.
Kindly can any one help on this??

Yeah...both remains the same. But we suspect that this occurs b'cos of the peculiar thing. i.e, we had found that when the SEC.TRADE record is put in IHLD and edited again the TAX field clears though the tax code is there!!!
