Rules Engine needs to be used with T24 Toolbox.
Towards the right end of the Rules Designer page, you have a menu for rules toolbox. All the components required to write a rule are present in this menu.
The tab ‘CONTEXTS’ holds the record IDs from an application EB.CONTEXT. This application hold info relevant with respect to Rules Engine.
A rule is a condition to be checked against some data that is input into applications. Therefore a rule should pose a condition on a field in an application. EB.CONTEXT will hold T24 applications from where actual data is fetched to form a rule. For example, if the rule was based on whether the customer is resident of a particular country, the context would be based on CUSTOMER. If the rule was based on whether an account had a balance higher than a particular amount, or was a particular type of account, then the context would be based on ACCOUNT

R9 has some feature. R10 has more features and also stable..No idea about the enhancements in R11 which got released very recently.
