in DL define the user has to manually authorise records and compile routines.
while in BCON t24 does it all for you (ideally)

hi,

the most difference between both of them is in DL.DEFINE process only works system's application and also need to authorise without FILE.CONTROL, PGM.FILE. and also you must transfer related routines and must compile them. in BUILD.CONTROL does all of process automatically, authorises below application, and catalog below routines automatically as well.
